Back up causing rad. to over vent?

Hello all,
Again big thanks for the help in removing the broken vent nipple off one of my rads. Now I have come back with another question.
I have traded the steam system in my home fairly and have discovered that a rad on the second floor is really overventing.Its not squirtin watre but it whistles like a kettle.
Now, on the first floor, I have a rad that simply will not heat, which looks to reside directly underneath the over venting second floor unit.
On the first floor unit (a convector), I have changed the vent and open the ball valve to no avail. It just wont heat.
Any suggestion on where to start? I assume it could be a bad ball valve? Shoudl i remove the cent on floor one convector and see if any release occurs?
My only fear with replacing the 1 1/4 ball valve. The problem is not swapping it out but in the fact that the threads on the current 1 1/4 valves have threads that are just slightly thicker than what I can currently purchase and will require me to also change out the union (the new 1 1/4 valves just wont tighten on the old untion as the threads are just slightly too short.
Any and all suggestions for help with my dilemna are appreciated. Many thanks as usual.
