need for a boiler bypass

Hi, This is my question, I have a 1200 sq ft home heated by a forced hot water one pipe monoflo system feeding fin type baseboard heaters. I'm using a control with both a low and a high limit even though I don't have a domestic coil for hot water. I do this as to not have to have to fire up from cold start. I was told that this was a better way. When my thermostat calls for heat and the boiler is up to the low limit the circulator will come on. As soon as the cold water returns to the boiler the circulator will drop out and stay out until the boiler water reaches the low limit this may happen acouple of times before the water comming back is hot enough so as not to drop the temp below the low limit thus turning off the circulator. Is all this "normal" and if not would a boiler "bypass" be a solution? Thanks , live/learn
