Kyoto Reform Laws? I can. Too bad our government doesn't have the cajones to owe up to our air pollution responsibilities and duties. I guess we figure crisis management is cheaper and easier than the Kyoto reforms...
When Mother Nature starts throwing a fit, it WILL be crisis management time. I can only hope it doesn't happen in my life time.

to say that if we have to watch our "pollution" that other countries must too... Kyoto pretty much puts the whole issue on us while giving china, india ,etc and free pass...kpc0 -
Well, it's not right to give India and China a free pass...
... on the other hand, the reason that the US at the top of the list of energy consumption is because it consumes a lot of energy for industrial, manufacturing, office, and residential uses alike. Even on a per capita basis only a few nations surpass the US. Consuming 30%+ of the worlds energy with only 6% of the worlds population makes me scratch my head re: the future, particularly if we don't lead by example.
This is why I would have ratified the Kyoto accord now and worried about getting China and India on board later. There are plenty of foreign-relations mechanisms, aid, and other means to incentivize fellow nations to work towards the common good.
In the case of China, for example, the electricity infrastructure is so tapped out that not only is manufacturing experiencing rolling blackouts but that they're building plenty of coal plants to make up the difference. All that soot is ending up in many places, including areas where we derive our food from (like the Pacific).
Ever wondered why Tuna, Swordfish, etc. are laced with mercury and other heavy metals? It's usually from contaminants emitted while burning coal. The technology exists to clean up such emissions. However, unless we start using and spreading the technology to clean up the worlds sources of energy... how can we expect others to do the same?
Worse, remember the scandal earlier this year when it was revealed how Midwest coal-plant operators systematically deceived the EPA to avoid retrofitting scrubbers? IMHO, the outcome of that scandal is a great illustration of how plant operators simply wait out administrations until they can find one that gives them a free pass.
Lastly, of course, we should also lead by example WRT conservation by reducing our own ecological footprints. The energy efficiency programs at the DoE are a step in the right direction. I simply wish that the mandate for more efficient appliances would be followed up by mandates for better building envelopes, more robust insulation rating standards, etc.0 -
it's called "leading by example".
We are supposed to be the world leaders, aren't we?
