Flow Control Valve Dripping on end radiator in the loop...how to

My wife noticed wather inder one of our radiators and found that water was dripping from the flow control valve. It looks like there is some rust build up on the back side of the valve and turning it to close it has no effect. It seems as if the turning is not closing anything off in fact.
Whats the best way to proceed? We stuck a pot under it. Should I get a professional or is this something I can do.

Clarification
The leak is under the end radiator in the loop where there is a small twistable wheel coming out of the pipe right next to the floor. I think thats called a flow control valve but i might be wrong...0 -
Temp Fix
I managed to get in there with some needle nose pliers and tightened the packing nut and that seems to have done the trick.0 -
