Raplace External Temp Thermostat

I have a steam boiler system in a 6 unit apt Bld. The boiler is controlled by a thermostat that reads external temps. The problem with this controller, is that it does NOT measure when the apts are warm enough and will keep cranking the boiler until the ext temp falls a certain range. I would like to replace this controller with something that can closely monitor inside temps of the bulding. Any suggestions as to what type of controller/thermostat to use. Keeping in mind that I would like for the new controller to have limited accessibility (be controlled by property mgmt ONLY). Thanks

you can look into a Heat-Timer mod# EPU-ch 60 it has an outdoor sensor a return line sensor that senses when the building has a head of steam or adjustable thermister at set temp (which is adjustable) that will start a cycle you can control how long per hour the heat is on (also adjustable} and an indoor sensor that will not let the heat come on if its too warm ..there is also a night setback and mourning boost... summer/winter operation and a manual switch to by-pass --if necessary0
