Steam boiler corrosion

I have installed a steam boiler which has developed a leak in one section. The leak is above the water line. The section receives the return from an indirect water heater. The system boiler and steam mains were installed in 1997 connecting to existing radiators and run outs. the local rep seems to think its due to exessive make up water. I'm not comfortable with that diagnosis. Any sugestions on investigating this situation. Is it possible the return of the indirect could be too cool causing condensation? Leak happened in one and a half years.
