where my cold water feeds the hot water heater I have geen around the pipe. Is this something that I should be concerned with. Nothing appears to be leaking... Thanks.

Check to make
sure the flue is drawing properly; if not, water in the flue gases will condense on the cold water pipe and possibly be responsible for what you have.
If this is the case, have it corrected. If your water heater is producting carbon monoxide, you want to make sure it exits the building.

could just
be the flux from connecting the copper pipes. Try wiping it with a damp rag and a little liquid soap.0
