Best Tankless HW System

I want to install a tankless system in my new home in the second floor furnace room which is adjacent to the laundry room, and between the master bath and a second bathroom. First, are there safety concerns with mounting this in an interior location? Second, which make and model has the highest relevent outflow (Rinnai Continuum, Bosch 250sx/635, or Takagi Mobius)? Third, will the unit ever fail and flood my second floor?
