cheapest heating system to install (other than electric)

I will soon be purchasing a house in central/south Jersey to rehab and re-sell. It is a bilevel of around 2000 SF and will need new finish flooring throughout. Presently heated by electric baseboard which would of course kill the resale value. What is the most economical heating system in terms of installation costs that I could use to replace it? House needs a lot of work and budget is tight, so I have to minimize this expense as much as possible. I was toying with the idea of radiant hydronic in the floors, but I'm getting the impression this is a higher-cost installation. Thanks for any guidance anyone is able to offer.

    Baseboard is the least expensive hydronic option

    I hate to say it

    but a gas hot air system is usually the cheapest, but get a quote on both. With the use of PEX tubing feeding simple copper fin tube rads using a direct vent gas fired wall hung boiler, you might come in cheaper. Piping plastic tubing runs could be less damaging then tring to run ductwork. It all depends on the layout of the house.

    FHA vs hydronic prcing

    We find that a properly sized and installed FHA system is about the same price as a properly sized and installed baseboard hydronic system. Then when you add in the ancillary work often required to conceal the ducts BB becomes cheaper.

    Of course if you use one return, don't seal or insulate ducts, incorrectly size ducts FHA becomes cheaper.
