Furnace lights then shuts off

A neighbor of my friend has a problem with his heater, I didn't look at it (don't really know the guy). He said his heat didn't work at all last year! So right away I know since he waited a year that he never took any care of it. This is what he says it does. He says the pilot is lit and stays on, but when the stat calls for heat the main burner ignites and goes right out. I told him to clean the unit and open his exhaust cleanout and clean out any debris and see if it is blocked. What else could cause such a problem? I assume it is draft since it ignites but then blows itself out. Just curious though.

Flame Rod
It could also be the flame rod. Have him clean the flame rod with sandpaper or order a new one.0
