Down Firing

I'm looking for guidence! I have a Weil-Mclain EGH-85-PIN, 350,000 input btu boiler in an older home we purchased last November. I've had some issues with the system, mainly heating cost and some noise. I've been working with a good plumbing and heating contractor to resolve these issues. Recently they performed some near boiler piping changes for they felt the instaltion wasen't the best it could have been to allow proper cleaning of the boiler. At this time I felt loaded for bear with questions, do to that I had just finished reading Dan's book "Got Steam Heat". So as you can imangine here I was, a novice loaded with questions. The sevice tech was very gracious and answered all of my questions as best he could. The big one was could this boiler, that was replaced in 2000 be oversized. To this he set out doing all the calculations needed to determine my boiler requirements and found we need a boiler of 175,000 input btu's. He asked that I contact the manufacture for their recommendation of the number of burners to remove and orifice plug sizes required to down size this boiler safely. They answered back that this was not recommeded because sooting would accur. What would cause sooting and is it possible to down size this boiler. Thanks!
