Main is overheating room above it

The mains for my hot water system retail quite a bit of heat during normal operation of the system and it results in overheating my dining room above them. This dining room has one of the thermostats and hence the zone controlled by it never turns on unless I set the target temp 5-6 degrees warmer than the rest of the zones. So question is, should I have the mains insulated to prevent this and/or move the thermostat out of that room or is there likely a bigger problem going on? Any advice would be very helpful.

Yes!
That's your solution- insulate. Use fiberglass at least 1/2-inch thick and thicker if you can get it. This will save fuel also.
