range boiler or not

We recently replaced a boiler in a building with a new unit slightly smaller than the existing. We measured every radiator in building and sized the boiler to radiator load. This however is greater than building load. New boiler consistently cycles on low water cut-off instead of steam pressure. Condensate does'nt seem to get back fast enough. Should we downfire the oil burner so it does'nt create steam as rapidly or do we add a range boiler to increase our available condensate. I am getting alot of nusiance lockouts due to the continuing boiling after first stage LWCO shuts burner down. I am using probe style LWCOs and am now questioning this as they take awhile to shut down.

you might possibly simply have a sluggish ,partially clogged return. try flushing and / or a chemical. or replace condensate return.0
