minimum distance between vent and path?

Our neighbor's new addition has two PVC vents from their heating system sticking out the side of the house. These vents are maybe 4ft away from the path that leads to our main entrance (our entrance does not face the street, but is on the side of the house facing the neighbor in question).
I realize local codes may differ, but is there an usual and customary distance? We can smell the exhaust every time we go by.

The UMC
(Uniform Mechanical Code) says vent terminations must be at least four feet from a property line.
See if they're willing to extend the piping vertically up to the roof line to get it above your path.
