What goes wrong with flow meters?

I have a Rehau manifold with flow meters (one zone three loops) When last heating season was over I had flow indicated in all three loops...but as I checked it out last night, one meter indicated no flow. When I isolated that loop (shut off the other two loops and isolated the mainfold from the boiler) and put house pressure on, I DID get flow, the same as the other two loops.
Can I just assume that I AM getting flow, and investigate a new meter, or am I getting a false flow somehow?
I haven't removed the meter yet, but when I do what should I look for/suspect? Can these meters get fouled with sediment or foriegn particles so even though there is flow, there's no indication?
