Staged Peerless??

Does anyone know if Peerless has any staging or modulation controls for their GM series Boilers?
What I'm looking to do is stage the output on startup as the startup loads are really pretty small but continious; and the flow through the system must be constant per the customers installation specs. (Changing the bypass or dp controller won't cut it because of the required flow rate of the equipment and their maximum heat up rates.) It short cycles and occasionally trips an external time delay based on minimum run time.
