Baseboard job needs to be fixed

Hi guys, it's been awhile.
I'm looking for someone close to Stewart Airport, in New Windsor NY. The find a contractor only had some folks in Westchester and Kingston.
I need an estimate of the "solution" to the current heating system. The contractor/owner did it himself. No heat loss calc, one big loop for each floor, oversized boiler, no tank for the H2O coil.
