lack of heat

I have 2- 5 story buildings side by side with the boiler in the back of one building. The apartments furthest from the boiler get less heat because I do not have 28 inches-A dimension- on that steam main. Also I have a belly in the steam main of that colder line. The 5th floor apartment on this colder line does not have a riser in the bedroom and the livingroom, only in the kitchen and the bathroom. Because I have had banging, a plumber installed check valves on my drips on this colder main. I want to get these problems solved. Please help.
