Write out what currrent problems you see, along with expected consequences down the road. Show it to the owner and have him sign it and date it. Make sure you have a copy on file. If you feel there is an immediate safety issue, shut it off and red tag it if the building owner refuses to take care of the problem. You probably won't make a lifelong friend doing this but you'll be able to sleep at night knowing that you did all that you could.0
