Question for the Pros...

My client has nicely finished basement. Someone else did the water heating. It's not a continuous loop. Each radiator has it's own supply and return connected to the main line. The customers wants to maintain the temperature of the room. There is no possibility to run zone valves or electrical devices such as thermostats to control the temperature electronically. My question is: Is there some sort of mechanical thermostat or some special device that can be mounted directly to the cost iron radiator to control the temperature in the room? At least roughly.

radiator valves
There are thermostatic radiator valves by several manufacturers. May be a bit pricey now.0 -

I'm not a pro, just a homeowner, but I have heard of thermostatic radiator valves. We have them in our house, your local supply store has them, and I guess I first saw them many years ago on trips to Europe.
They can't pull in hot water if there is not enough, though. They can only reduce the flow if there is too much heat. They're valves.0
