Is it permissible to use a regular 40 or 50 gallon domestic
water heater for a small heating load?

    It does work, but is controlled by local mechanical codes. You need a relief valve for a boiler, instead of the relief valve shipped with the unit. Most water heater manufactures, have units made for domestic water,and heating, called combi-cores.
