when insurance inspectors call for manual high limit and low water on water systems we install a surface mount manual aquastat and cut in the piping near the boiler and install a tee ,add on a -low water cut off0 -
Yes
On a water boiler, the LWCO belongs ABOVE the boiler top, on our boilers. Others may be different.
The manual reset temperature limit can go there, as close as possible to the boiler outlet, too. There must be NO VALVES between the boiler and these controls.

I don't think so
You want the high temperature sensor inside the boiler. If you install it on the piping and the pump stops, the sensor may not "see" the correct boiler temperature and you may get loss of life and/or property.
OK to mount the low water cut-off on the piping just so long as it's above the boiler.
