Boiler feed tank too hot

In my drycleaning plant, I have a problem with the condensate return tank (ie; boiler feed tank) getting too hot.

We have changed all the steam traps, cleaned out the strainer, replaced the spring check valves between the boiler and tank, replaced the feed tank float.... AND installed a diversion line, on the tank, (to assist in venting steam) to keep the tank at an operable temperature.

About the only other thing that I can think of is the possiblity that the feed tank steam stack could be partially obstructed...although it doesn't appear that way when visually looking at it.
Help?

    hot water

I assume you running about 100 psi ???? If so and returning to a plain feed tank, you are returning at a temp of 212° or above so if you have little make up the tank will eventually boil and starve the feed pump.
