copper for Hartford loop??

I am a homeowner and need to have my boiler and some of the piping replaced. I currently have a Pierless 240,000BTU steam boiler that's about 30 years old. I have a large victorian home, total 12 radiators. I have had several estimates for the job, but I'm getting different answers on some basic questions. Is is okay to replace the "hartford loop" with copper piping? I am told that it maybe okay for the return piping. Apparently it is less expensive to run the copper than steel. Is this correct?

Copper
tubing is OK as long as it's below the water line. If steam runs though copper, it will get the copper too hot and the continuous expansion and contraction will fatigue the copper and cause it to fail.
Also, make sure the condensate return line is properly insulated.
