Closely Spaced Tees

Was on a job today that had some issues. I had 35gpm of 140F water/glycol mix(-15F) circulating to Dectron unit (dehu, reheat, etc) and 4 plate hxs. Primary loop is 2.5". Problem is they are starving the secondary pumps. Pump supply and return on the secondary side are anywhere from 4-15'apart. I think the problem can be solved by putting the S/R tees off the primary close together. Is that correct? Also, If I am correct, exactly why does this work. Is it because the secondary pump is in the same "pressure differential zone" which makes it easier for the secondary pump to feed/return from the primary. TIA!
