Pinnacle+Tekmer=no modulation?

I read in a recent thread here that if one has a Peerless Pinnacle controlled by an outdoor reset controller (e.g. Tekmar), then one loses the burner modulation feature.
Something about how the Pinnacle's logic thinks the water is too cold and runs the burner on high all the time. I can't say I understood that, but sure enough, I have a Pinnacle and a Tekmar reset controller. Could someone confirm or deny, and explain to a newbie? What can be done to fix this?
