Here we go again... My plumbing manager insists that it is more important to measure existing radiation when installing a replacement hot water boiler. I am of the school that you should complete a manual J on the house. Your thoughts?

You're both right!
A heat loss will tell you what is TRULY needed. An EDR will tell you what's there. Interpolate between the two and with some form of reset or water temperature control device you can both be right!0 -
