Radiant Insulation

Hello Dan;
We are installing radiant heat tubing in a ground slab that has a lot of ground water everywhere. There is a river about 20 feet away and the excavation has been nothing but pumping out water constantly. Any suggestions on what type of insulation material would be best suited for a thermal barrier against this water problem would be most appreciated.
Thanks
