Synchronous Valves

I have a vacuum steam system, the vacuum setpoint is controlled by a "WeatherDial" system from Synchronized Systems Company (Detroit, MI), I believe installed in the mid '50's. The controls vary the vacuum setting based on OA temperature (variable vacuum system). I also have 3 valves in the building labeled on the drawings as "Synchronous Valves". I'm not sure how this system is designed to operate, does anyone have information they can share with me? Thanks!
