Deck Snowmelt?

I have gotten into a situation where I am following another contractor and cleaning up the job right. The project is very far along and my job is to finish the snowmelt system. My question is can you snowmelt an exposed deck with 5/8" tubing embedded in only 1 1/2" concrete with R-30+ insulation under? The client wants a class 3 melt so the system will run idle or until he gets the first bill. See ya in Boston
