replacing a heating system

i presently have an old 35yr. old efm steam boiler with steam radiators,the boiler is leaking,i,am going to replace it,next month,i would like your advice as to what i should replace it with, should i modernize the home and go to a hot water system ,96% efficient,,,,with the hot water base board ,or should i keep the old radiators ,with a 82 % efficient steam boiler,people tell me i will be sorry and i will also miss the basement heat from the steam pipes and furnace ,,but i can always put some baseboards in the basement ,are steam radiators better than the hot water baseboards,,,what should i do ,,,,thank you Joe
