Plates,Plates, and more overlapping Plates

This Radiant business never ceases to amaze me. I visited an installation today (due to boiler questions) and was somewhat taken aback by the method of the stamped aluminum plate application in the,as yet uninsulated,basement ceiling. Plates were packed in like a sardine can, overlapping by an inch or so. Run ins to plates were radial, and leaders through the I-beam joists were bundled and zip tied through a hole barely large enough for the diameter of the tube bundle. It's July in Maine, and I worry about what the Winter will bring for this system.
I did comment negatively on the above, but it is out of my hands. But, have any of you seen, applied, or heard of overlapping HTP's? Plates and tubing were Pneumatically stapled with metal staples. How much can a Wholesaler do?

I don't see where a wholesaler can do much about anything. Nor do I believe they should.
As you are probably aware Jed, The State of Maine pays people (not well) to investigate and doccument defficiencies in installations. They will consult the manufacturers instalation manual and act from there.They considder the manual to be code. They will then order corrective action.
I am assuming this is an oil or gas job.
If I were in your position i would state my concerns to whomever invited you to the job and that would be the end of it.

Can't complain about summer so far. As long as the RH stays on the low side. Summer is flying by, though.
You are right. And I did state my concerns. And that is the end of it from my perspective. I just hate to see it and hope the system performs adequately. But, overlapping plates? These are not close tolerance grooved plates. Tubing slides freely through the groove. Maybe it will be o.k.

Is the code keeping up with technology? So a homeowner can have recourse besides paying out of pocket to have non performing jobs fixed?
