Who is the expert on this unit? Or where can I get technical support for a 2 ton unit that can't cool a 400 square foot unit?

Weatherking was built by Rheem Mfg. You should be able to contact a Rheem/Ruud distributor and get some info.
There are many reasons a unit won't cool. If you could provide some technical info, I will try to help. Will need the following as a starter.
Condenser model #; evaporator coil model #; refrigerant pressures; suction line temperature; liquid line temperature; outdoor temperature; indoor temperature; temperature drop across the evaporator coil; temperature rise across the condenser coil;
Is there a duct system on the unit? If so, are all ducts hooked up (both supply and return)? Where is the ductwork located? A return aid duct leak in an attic will kill the capacity of a system, and sadly, most duct systems do leak.

We've been a WK dealer for years. I can try to help. Something really fishy if you can't cool 400 sq ft. with 2 ton. I cool a 1000 sq ft house with no shade ice cold with my 2 ton King.

You just have to remeber to skip ahead when its explaning something you already know. I've found looking at the questions at the end of the chapter useful in deciding if i already know what is contained in that chapter.

From what I can see you don't need manufacturer support (yet at least, their specific charging instructions would be nice but not absolutely needed, if it even is a charge problem). You just need to know how to do basic troubleshooting of an AC system. Generally look for a problem in the refrigeration system last. Don't even hook up a guage set until you have ruled out the rest of the system.
