Insulate copper tubing under slab ?

Help ! We are doing an addition to the house, and the builder ran the copper tubing. Now , I hear someone tell me that it needs to be insulated as per code in NY ( Long Island ). Does anyone know if this is the case ? The slab is going to get poured in 2 days.. so if it is required, I will have to get them to re do it.
Any help would be appreciated !

Definately....
insulate it... If not for heat loss purposes then for contact issues w/ the concrete...copper can have some bad long term reactions w/ some concrete mixes...kpc
