Splitting gas bill in duplex

I have a lady who owns duplex with hot water boiler in it. The upstairs is on 2 zones and the basement is on a zone by itself. She would like for the basement to pay part of the gas bill because he keeps things very warm. She now pays all bills for the rent she charges. She would like for him to pay his own. This house is on propane. Is there a useage meter that would tell her how long or much fuel is used in this apartment. She does not want the expense of a boiler for this apartment only or the trouble to set 2 tanks for propane. To use a hour meter for usage would tell time used, but how could you fiqure propane usage? Has anyone addressed this problem before? Thanks for your info. Bob

know of is to do the time use for the two zones and the single zone. You will then have to take gas used and then the % of use time as to the % of gas used. w/o adding a boiler or..you could just have her raise the rent In a basement the amount of heat loss should not be that high...kpc

About the only way

Short of what has been suggested already, (water meters etc.) you could run a heat loss for the building based on each living area. That is, you'd have a calc for the basement zone and a calc for the rest of the structure, or however the building is divided living area-wise. Use the ambient temps that the tenants desire along with the normal design temp for your calc. Divide each load into the total and bill each tenant according to the percentage their use comes out to. DHW should also be taken into account, especially if the number living in each area is different.
