Toe kick convectors

Currently living in old house that is freezing in winter. I believe I need to add more base board heat. In the bathroom of our house there is not enough wall space for base boards. I was planning on installing one of these toe kick convectors under the vanity. A couple of questions:
1) Under the bathroom is a crawl space which is where most of cold air eminates. will this convector not even be enough to compensate for this freezer below the bathroom.
2) Seeing these are part electric what is the likely hood of shock if bathtub overflows?
3) Can this tie directly in with my baseboard hot water heat?
4) Will this greatly increase my electric bill?
5) Can a clueless homeowner install one...

Options and advice
The toekick would be installed under your vanity and ontop of your floor.Hence the "toekick".It can be piped into a baseboard loop by installing monoflow tee fitting/fittings.This will allow some of the flow to divert through the fan coil in your toekick.Electriclly....safe wiring should not have ill effects.You say your cold and you have a tub.Typical tub drain installs have a rather large cut out to accomidate plumbing connections in the subfloor.Address this with insulation from the crawl.
Alternative heat could be radiant floor or a wall mounted panel radiator.Great stuff you can do!

Myson also makes
a wall mount fan coil if you're concerned about water getting into the toe kick. Would a section of Cast Iron BB or Slant-Fin's rust proof fin tube work behind the toilet?0
