Copper to Stainless

Question: I have a process heating/cooling system (shell & tube) heat exchanger that heats/cools process tanks through an external jacket. The norm here is to run copper to the tank area, then switch to SS in the "clean" area and connect to the SS tank. The temp range is 50 deg F to 180 deg F water temp. Would a dielectric union be needed for Copper to Stainless piping? I am thinking not, but have a bit uncertainty. My contractor is saying it's not needed. Any thoughts are greatly appreciated.
