Snow melt under pavers

I am installing wirsbo hepex under concrete pavers. How deep does the screed sand half to be? The mason does not want to put more then 1 1/2" MAX of sand because thats what the paver manufactures say is the MAX amount allowed. I think it should be more like 2 to 4 inches. How is everyone else doing it? We are using screed sand not stone dust.
Also how do you secure the wire mesh to the ground so it will be even? I made some 5" hooks from the excess wire mesh but they keep pulling out of the process.
