Need Help on Tank Vault pls

in THE MAIN WALL
Gentlemen - would appreciate your input on the following scenario...

Customer building small home on acreage c/w a tank vault buried underground. size of vault = 9'x24'x6'high. residing in this vault are 3-only 350Gallon cold water Storage Tanks...

He wants to lay 1 loop of pex-al-pex under tanks to keep temps above freezing.. I am concerned with the load vs out put of 1 loop. I am thinking it would be more prudent to line perimeter of room with radiation/baseboard...

Just not sure just how bad the load is with these tanks.
any thoughts?

    Mr Conner AKA the mule skinner:)I have a small community that have several tanks in a vault.Freeze has not been an issue.

    thats what I needed to know.. I won't worry bout any Load for this vault then...
