It doesn't look like
the sections are connected across the top, so no. Gorgeous radiator though!Retired and loving it.0 -

Dan, the upper passage way is huge.. does there have to be a big lug nut for it to be a HW rad?

The top ends
of each section have to be connected with nipples to allow hot water to circulate. Can't tell from the photo but that's what you should check.Retired and loving it.0 -

On close examination it sure looks as if this upper decoration over where a connection would be in a water radiator is just an appliqu0 -

Gold and silver
That's the kind of guy who would have figured out if the kings crown was pure gold or not.0 -
And
some steam-only rads (H.B. Smith "Union" was one) had shrouds covering the top threaded rod to hide it. From the top, they look like hot-water ones, but if you look from below you see the rod under the shroud and no connections across the top of the sections.
The rad in the photo looks like it has the end of the rod and a washer instead of a pipe tapping and plug in the top of the section. I'd say it's a steamer.
