flue damper location

I am installing a "Takagi" propane fired, instantaneous water heater. It requires a class three flue. The manufacturer requires a stainless steel flue damper for outside temps. below five degrees. The appliance is in the basement, the house is one story, and the flue is 19 feet long, straight up. The house is in Cincinnati, Ohio. Where would be the best place to locate the damper & why?

What does it say in the instructions that came with the heater ?0 -
correct location
for vent dampers is at the breach of the appliance unless specifically toldl otherwise.0
