Water Hammer

In a building that we manage, there is a water hammer problem that we can't get rid of. The boiler is a steam boiler that heats the heating system water via a heat exchanger. The heat exchanger is on the wall a few feet from the boiler so the steam only travels a few feet. I think the hammer is in the short piece of horizontal pipe.
We lowered the water line to manafacturer's specs to prevent carryover. We changed the steam trap where condensate leaves the heat exchanger to avoid corrosion etc. from slowing the water leaving.
The hammer is usually only during a cold start up and when the burner is in high fire.
Any ideas?
