Insulated flue pipe?

I am installing a Takagi instantaneous water heater that requires a class three flue. The flue will run straight up, verticly for 19 feet. The flue diameter is 3 inches.
I don't anticipate any condensation problems (the factory length limit is 25ft.) The flue will pass through an unheated attic. How about puting 12 inch fiberglass pipe insulation around the flue where it passes through the attic?
Also: Where should I install the factory recomended/required (for low outdoor temperature installations) gravity operated check valve damper? I live in Cincinnati, Ohio.
Thanks All
