what is the reason for P/S piping?

What is the purpose of a secondary loop in a condensing system? Is it only to maintain a minimum flow rate through the boiler?
So if the pump is wired to maintain flow in the primary loop ALL the time (turning off only when the main power to the system is turned off), and the primary loop cannot be closed off completely and the flow rate always stays above the minimum rate needed by the boiler, then one doesn't need the secondary loop?

P/S is also used to deliver two or more different temperatures of water to different emmitters or purposes.

It's mainly
a hydraulic, or hydronic disconnect. Allows different flow rates to get along, and live long, happy, independant lives while being connected at the hip
It also allows a convient way to provide various temperatures to multiple secondaries, as Ken suggested.
Properly installed and monitored it provides return temperature protection should you chose to use non-condensing equipment.
