BAR/DAR for NYC

I know that the BAR kit for New York City is a pressure regulating valve with a cut-off. Can anyone tell me more about this item or why New York City requires it?

    No, they can't either, just that it's been that

    way for 30 years now and considered a precedent. If you want to a see a temple to STUPID vist the Wall Street headquarters of the MEA/DAR, FACT!

    BTW, the reason is so that the pump pressure cannot be changed and the firing rate not changed, DUH! So, we just put in another nozzle, oh, okay!??!?!?!?!
