I know that the BAR kit for New York City is a pressure regulating valve with a cut-off. Can anyone tell me more about this item or why New York City requires it?

BTW, the reason is so that the pump pressure cannot be changed and the firing rate not changed, DUH! So, we just put in another nozzle, oh, okay!??!?!?!?!0
