do you have any follow up? Who took the picture, what did he (she) do about it, what happened to the connection-was it removed, has anything been done to inform the installer, etc., etc....

... this is one case where the picture doesn't answer all the questions. We don't know where the flex duct is going... perhaps (though unlikely) nothing related to the inside air.
Hopefully, there is a thinking judge on the bench that day who will order all previous customers to get a "free" inspection and repair from a licensed shop, paid for by the hacks. If the hacks are insolvent, then let them pay off their debt via prison labor. Publicize and put the fear of the law into the back of hack's minds.
However, I would not be surprised if this was a DIY job. After all, I know of a HO that managed to buy a gas WH on a flea market, install it w/o a flue in his bathroom, thus ensured that his daughter would take her last bath, then sued the manufacturer for not warning him about non-flue installations... on a water heater, from a flea market.

and was commonly posted here on The Wall.
That's one weird install! I hope the someone who took that picture took the time to point out how dangerous that is to those living there. Our policy is to disable the equipment once we become aware of such glaring safety defects.
