Monitering a 1-pipe system

Is there a way to moniter use on a 1 pipe steam system that is taking care of 6 apartments without tearing into the walls and running more pipes. We want to be able to figure how much heat is being used by the seperate apartments for billing purposes.

    If you do not have 6 separate boilers and 6 gas meters forget about it.

    Normally if the apartments were all the same size you would take the fuel bill and divide it by 6 and pass that cost off to the apartments.

    let me ask you a question ...who pays for the fuel wasted on a leaky hot water faucet....?
    to me That is an equivalent question ....it basically isnt a question one may factor out of the equasion. if you want to charge rent by the square foot and no two square feet are surrounded by the same # of outside,insulated, walls...then the tennants on the two ends of the apartment are going to have the thought They are the ones Paying the Heating Bill. after all three of 4 of thier walls are exterior walls.if the apartments have fire seperations then maybethere is some similarity in cost per square foot to heat an apartment however i kinda feel the decided cost would still be disproportionate.

    how controlled

    How are the apts controlled? If there is a zone valve in the basement for each apt the time the zone valve coil is powered would be a good division point if the rad capacity in each apt is exact. Or, You can purchase accumulating water meters for each line if there is only one feed line per apt.
