Why is there a National Board Number on Packaged Boilers only? At least it seams that way! Any help or resources?

It is all governed and regulated by
ASME. Requirements for Board Numbers actually depends on the size and type of boiler, water heater, or pressure vessel.
For some light reading, get a hold of a copy of the ASME Boiler Code. Start with Sections IV HG and HLW.
