flow controls

Do you mean pump relays (as in a multiple zoned system using circulator pumps for each zone - and relays to switch each pump on or off?) or, switching relays (as in switch relays that will open and close zone valves)?

If the latter, they serve no purpose. If the former, they prevent water from one "on" circulator from being forced back to the return piping and "ghost flowing" through a pump that is "off" - thereby pumping water through a zone that is not even "on"; as well as preventing gravity flow from making a zone warm that is not supposed to be on.
