what is more cost efficient from a landlords point of view copper baseboard hot water system brand new or steam steel fin convector existing . gas fired boilers. calculated cost strictly estimated gas usage. what say the experts.

Based purely on gas consumption
a hot water system would be less expensive to operate.
The reason is not because it is de facto more efficient. The reason is because the way you posed the question has no cost of installation factors included. You can get a 94% AFUE water boiler. You cannot get a steam boiler with that high an AFUE rating.
To properly compare "true" costs however, all other up-front installed costs must be factored in. Controls alone would be a huge factor in operating costs - as well as installed costs.
